year = year of crime data.

crime = total number of crimes per 1000 people.
	
unem = unemployment rate (in percent).

cars = number of registered motor vehicles per 1000 people.
	
police = number of police per 1000 people (lagged one year).

pctpop1524 =  percent of the population aged 15 to 24 years.

yr2-yr9 = year dummies.  For example, yr2=1 if year = 1997, 0 otherwise.

pfa2-pfa42 = pfa dummies.  For example, pfa2 = 1 if pfa = Bedfordshire, 0 otherwise.
